Partner API under Recruit. No open public REST.

OpsTicket does not offer an unauthenticated public REST surface. Entitled Recruit accounts can mint otk_live_ keys and call plan-gated /api/v1 routes from the recruiter portal. CSV and JSON exports remain available where the authenticated product shows them.
